The pillar operates against a backdrop of increasing global recognition of the imperative for a shift towards low-carbon energy sources to mitigate the impacts of climate change.

It also recognizes the global goal to achieve universal access to energy by leaving no one behind while at the same time increasing the share of renewable energy in the global energy mix and improving the rate of improvements in energy efficiency. For Sierra Leone, the context may include addressing energy poverty, ensuring energy security for lighting, productive use application and cooking, reducing reliance on fossil fuels, and tapping into the country’s renewable energy potential to foster sustainable development. The goal of this strategic pillar, therefore, is to significantly increase energy access, by increasing the share of renewable energy for electricity generation, increasing energy use efficiency, and facilitating the transition to cleaner cooking fuels and technologies to reduce dependency on biomass-based cooking fuels (charcoal and fuelwood).
